Newspapers and magazines that never reached a reader are not waste in the ordinary sense. They are clean, uniform, single-source fibre, and the trade values them well above the same paper once it has been through a household.

Newsprint recycling: over-issue and post-consumer are different materials
Recovered newsprint splits on one question: has it been read. Post-consumer newsprint comes back through household collections, mixed with everything else that goes in the bin, and is graded accordingly.
Over-issue news is the opposite. It is unsold or undistributed stock that has gone from press to pallet and no further. It is uniform, dry, free of contamination, and known in the trade as OIN. Because a mill knows exactly what it is getting, it sits at the top of the news grades.
The same logic applies to magazines. Returns and unsold copies are a cleaner, more consistent grade than magazines recovered after the fact, and printers' overruns are cleaner again.
Newsprint and magazine grades we take
- OIN (over-issue news) Unsold or undistributed newsprint, still in bundles. The top news grade.
- News and pams Newspapers and pamphlets, with or without inserts.
- Unsold magazines Returns and unsold copies, with or without glue binding.
- Printers' overruns Newsprint and magazine stock that never left the print site.
- ONP (old newspapers) Post-consumer newsprint, sorted and free of other grades.
Preparation and quality
Leave it as it came off the press. Over-issue is worth what it is worth because it is uniform. Bundled, banded stock on pallets needs no further work, and breaking it up to bale it can make it harder to grade rather than easier.
Polywrap comes off. Shrink wrap, polybags and mailing film are the most common contaminant in this stream. Bagged inserts and sample sachets need to come out too.
Keep it dry and keep it apart. Newsprint takes up moisture quickly. Mixing news into a general paper stream loses the grade entirely, and mixing magazines into newsprint changes what it is.
